iOS 9.3 have caused a lot of trouble when it first released, on March 21. The devices with the iOS 9.3 update had problems with crashing while tapping the links.
The issue is now fully resolved with the 9.3.1 rolling out to iPhones, iPads and iPod touch units across the world. The update only function is to eliminate the nasty bug.
You won't be getting any new features with this release.
