Qualcomm mainly focuses on their cooperation with Samsung, which reveals itself in specification of Samsung's phones, because usually Samsung has priority in using Qualcomm processors, but Qualcomm makes also other things like 4G chipsets. As it turns out, one deal of this company was a problem for the European Union, which imposed a penalty on Qualcomm.
The European Union said that contract between Qualcomm and Apple was contrary to the rules prevailing in the European Union. Qualcomm promised Apple that they will offer some profits to company from California if they will confirm that Apple will use only Qualcomm's 4G chipsets in some of their devices. Apple agreed for this deal, so other companies apart from Qualcomm had no chances to sell their chipsets to Apple. That's why the European Union punished Qualcomm, which must pay 997 million euro fine (it's 4,9% of Qualcomm's income in 2017).
